การฝึกอบรมวิทยากรกระบวนการ CBDRM ณ วิทยาลัยป้องกันและบรรเทาสาธารณภัย ปทุมธานี (CBDRM Facilitator Workshop at DPMA Pathum Thani)

เมื่อวันที่ 12-13 ธันวาคม 2555ได้มีการจัดการฝึกอบรมวิทยากรกระบวนการ CBDRM ดำเนินการโดยวิทยาลัยป้องกันและบรรเทาสาธารณภัย วิทยาเขตปทุมธานี โดยวัตถุประสงค์ของการฝึกอบรมเพื่อ

1) เพื่อการแบ่งปันประสบการณ์ของกิจกรรม CBDRM ในแต่ละจังหวัด

2) เพื่อรับความรู้และประสบการณ์จากกิจกรรม CBDRM ในประเทศอื่น ๆ

3) และเพื่อการเก็บรวบรวมความคิดเพื่อการปรับปรุงคู่มือ CBDRM ที่มีอยู่ให้สมบูรณ์ยิ่งขึ้น

เพื่อให้บรรลุวัตถุประสงค์เหล่านั้น JICA ได้เชิญผู้บรรยายพิเศษสามท่านจากประเทศญี่ปุ่นและเวียดนาม: คุณ Toshiyuki Akita จากสำนักดับเพลิงเมืองโกเบ คุณ Huynh Quang Nguyen จากศูนย์การจัดการภัยพิบัติแห่งประเทศเวียดนาม และคุณนาย Bui duc Thai จากศูนย์การจัดการและบรรเทาสาธารณภัยจากภัยธรรมชาติจังหวัด  Quang Ngai  โดยผู้บรรยายพิเศษทั้งสามท่านนี้เป็นผู้รับผิดชอบกิจกรรม CBDRM ในองค์กรของตนเอง

ในวันที่สอง ได้เปิดให้มีการอภิปรายกลุ่มเพื่อการปรับปรุงคู่มือ CBDRM ที่มีอยู่ให้สมบูรณ์ยิ่งขึ้น โดย ความคิดเห็นของผู้เข้ารับการฝึกอบรมจะถูกนำไปใช้ในการพัฒนาแนวทางปฏิบัติ

On 12-13 December 2012, CBDRM Facilitator Workshop was conducted at DPMA (Disaster Prevention and Mitigation Academy) Pathum Thani Campus. The objectives of the workshop were the following: to share the experience of CBDRM activities in each province, to get the knowledge and experience from CBDRM activities in other countries and to collect the idea to revise the existing CBDRM Facilitator Guide.

For those purposes, JICA invited three lecturers from Japan and Vietnam: Mr. Toshiyuki Akita from Kobe Fire Bureau, Mr. Huynh Quang Nguyen from Disaster Management Center of Vietnam and Mr. Bui duc Thai from Center for Management and Mitigation of Natural Disaster in Quang Ngai Province in Vietnam. All of the lecturers are in charge of CBDRM activities in each organization.

On the second day, Group Discussion for the revision of the CBDRM Facilitator Guide was held. Their idea will be utilized to develop the practical guide.

CBDRM Workshop in Nam Pern Sub-District, Khao Chamao District, Rayong Province

CBDRM Workshop was conducted in Nam Pern Sub-District, Khao Chamao District, Rayong Province on 12-13 July, 2012.

This CBDRM Workshop aimed to prepare the Early Warning and Evacuation Plan for 7 villages in Nam Pern Sub-District.

The workshop was led by Rayong DPM (Disaster Prevention and Mitigation) Provincial Office mainly but DPMRC (Regional Center) 17 (Chantaburi) supported the workshop since the RC was going to hold Disaster Management Drill in this area on 8-9 August. IRPC, a major petrochemical company in Thailand, supported the workshop also. Because IRPC has some petrochemical complex in Rayong, IRPC has some special staff who have knowledge and skill about disaster management.

The workshop was well prepared and more than 50 people from 7 villages participated the workshop. At the end of the workshop, Table Top Exercise (TTX) was also conducted to test the plan prepared in the workshop.

CBDRM Workshop in Makham Tao Sub-District, Watsing District,Chainat Province

2days CBDRM Workshop was conducted in Makham Tao Sub-District, Watsing District, Chainat Province on 5-6 July, 2012. This area is located beside Chao Phraya River and was affected by severe flood in latter half of 2011.

Early Warning and Evacuation Plans for 3 villages were prepared through the Workshop. After completion of the planning, Village Authorities will submit the plan to DDPM Provincial Office.

Unfortunately, electricity was off in the morning session of the 1st day. So introduction session of disaster management and CBDRM approach was conducted with textbook instead of power point presentation.

On the Workshop, participants joined from not only 3 villages but also other villages in Makham Tao Sub-District and learn how to prepare the Early Warning and Evacuation Plan.

CBDRM Workshop in Nikom Krasiew Sub-District, Danchang District,Suphan Buri Province

On 28-29 June, 2012, 2days CBDRM Workshop was conducted in Nikom Krasiew Sub-District, Danchang District,Suphan Buri Province.

People from the 3 villages, Ta Deua (No.3), Pu Wai (No.4) and Wang Nor Mai (No.5) prepared the Early Warning and Evacuation Plan through the Workshop. After completion of the planning, Village Head will submit the plan to DDPM Provincial Office.

On the 2nd day, Evacuation Drill Demonstration was conducted around Sub-District Office. An elementary school nearby Sub-District Office joined it.

CBDRM Workshop in Ko Nong Village and Kor Thung Village, Lamphun Province on 5-8 March, 2012

On 5 to 8 Mar, 2012, CBDRM (Community Based Disaster Risk Management) Workshop was held at Ko Nong Village and Ko Thung Village in Ko sub-district, Li District, Lamphun province.

Early warning and evacuation plan including community risk map was prepared through the workshop.

Disaster Prevention Criteria Bureau had a lecture about the relationship between rainfall amount and river water depth and simulated flood hazard.

To test the early warning and evacuation plan, Evacuation Drill was conducted on the last day.

CBDRM Workshop in Chowfa Village, Lampang Province on 20-23 February, 2012

On 20 to 23 Feb, 2012, CBDRM (Community Based Disaster Risk Management) Workshop was held at Chawfa Village and Mae Jok Fah Village in Thung Pueng sub-district, Jaehom District, Lampang province.

Early warning and evacuation plan including community risk map was prepared through the workshop. Chawfa Village and Mae Jok Fah Village could not contact each other in emergency since there is no wireless communication system. To implove the early warning system, JICA supported to install rain gauges and wireless communication system in Chawfa Village and Mae Jok Fah Village.

To test the early warning and evacuation plan, Evacuation Drill was conducted on the last day.  The school students and teachers from Chow Fa Primary School and Mae Jok Fah Primary School.

The workshop was facilitated by facilitators from DPM (Disaster Prevention and Mitigation) Regional Center No.10 (Lampang), DPM Lampang provincial office, DPM Lamphun provincial office and JICA Expert team.  JICA Expert team had a session to introduce the early warning system based on scientific approach.
