การฝึกอบรมวิทยากรกระบวนการ CBDRM สำหรับบุคคลภายนอกและเจ้าหน้าที่จากหน่วยงานอื่นๆ ณ จังหวัดนครราชสีมา เมื่อวันที่ 30 มิถุนายน - 5 กรกฎาคม 2556 (CBDRM Facilitator Training for Non-DDPM Staff at Khao Yai on 30 June – 5 July 2013)

กรมป้องกันและบรรเทาสาธารณภัยร่วมกับโครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทย ได้มีการหารือและพิจารณาวิธีการขยายกิจกรรม CBDRM ในประเทศไทยตั้งมีการจัดฝึกอบรมวิทยากรกระบวนการ CBDRM ครั้งล่าสุดสุดเมื่อเดือนธันวาคม 2555 โดยได้ข้อสรุปว่าจะมีการจัดการฝึกอบรมวิทยากรกระบวนการ CBDRM สำหรับบุคคลภายนอกและเจ้าหน้าที่จากหน่วยงานอื่นๆขึ้น

การฝึกอบรมนี้ได้เชิญผู้เข้ารับการฝึกอบรมทั้งหมด 75 คน โดยแต่ละท่านมีตวามรู้ความสามารถและประสบการณ์ที่แตกต่างกันออกไป: ซึ่งผู้เข้าร่วมประชุมประกอบไปด้วยตัวแทนจากหมู่บ้าน ครู,อาจารย์, เจ้าหน้าที่กรมป้องกันและบรรเทาสาธารณภัยที่เกษียณอายุแล้ว, เจ้าหน้าที่จากหน่วยงานเอ็นจีโอ ,ผู้สื่อข่าวสื่อและอื่น ๆ

หลักสูตรการฝึกอบรมนี้ไม่ได้สอนเพียงแต่เทคนิคในการอำนวยความสะดวกของกิจกรรม CBDRM เท่านั้น แต่ยังมีมุมมองของการป้องกัน บรรเทาและการจัดการภัยพิบัติด้วย  ในทุกช่วงเวลาของการฝึกอบรมได้มีการบันทึกวิดีโอไว้ ซึ่งจะถูกนำมาเป็นส่วนหนึ่งของสื่อประกอบการฝึกอบรมกิจกรรม CBDRM และวิทยากรอำนวยการ CBDRM ที่ผ่านการฝึกอบรมครั้งนี้จะสามารถสนับสนุนกิจกรรม CBDRM ในภูมิภาคของตัวเองได้

The CBDRM Facilitator Training for non-DDPM staff was conducted on 30 June – 5 July 2013 at Khao Yai in Nakhon Ratchasima province.

DDPM and PCDDM-2 (The Project on Capacity Development in Disaster Management Phase-2) have discussed and considered how to expand CBDRM activities in Thailand since the last CBDRM Facilitator Workshop in December 2012.  Finally, both sides agreed to cultivate non-DDPM staff as CBDRM Facilitators.

This training course invited 75 participants.  The participants had variety of experiences: the participants consist of village representatives, school teachers, retired DDPM staff, NGO staff, media reporters, and so on.

This training course provided not only facilitating technique of CBDRM activities but also perspective of disaster prevention, mitigation, and management.  All session of the training was recorded and the recorded video clip will constitute a portion of CBDRM Facilitators teaching material.

Trained CBDRM facilitators in this training will support CBDRM activities in their own region.  DDPM is planing to utilize these human resources.

การฝึกอบรมวิทยากรกระบวนการ CBDRM สำหรับเจ้าหน้าที่กรมป้องกันและบรรเทาสาธารณภัย กรุงเทพมหานคร เมื่อวันที่ 18 - 21 กุมภาพันธ์ 2556 (CBDRM Facilitator Training for DDPM Staff at Bangkok on 18 – 21 February 2013)

ตามที่โครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทย ระยะที่ 2 ได้มีการจัดการฝึกอบรมวิทยากรกระบวนการ CBDRM ไปแล้วหลายรุ่น และตั้งแต่เกิดเหตุอุทกภัยตรั้งร้ายแรงในปีพ.ศ. 2554 กิจกรรม CBDRM ได้รับการยอมรับมากขึ้น ในการนี้ทางโครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทยตัดสินใจที่จะดำเนินการฝึกอบรมวิทยากรกระบวนการ CBDRM เพิ่มเติมขึ้นมาในปี 2556

หลักสูตรการฝึกอบรมที่ได้เพิ่มเติมในครั้งแรกนี้ได้ดำเนินการระหว่างวันที่ 18-21 กุมภาพันธ์ 2556 ที่โรงแรมรอยัลริเวอร์ กรุงเทพมหานคร มีเจ้าหน้าที่กรมป้องกันและบรรเทาสาธารณภัยจากทั่วประเทศเข้ารับการฝึกอบรมทั้งหมดจำนวน 50 คน น้าที่ DDPM จากประเทศไทยเข้าร่วมการฝึกอบรมทั้งหมด หลังจากเสร็จสิ้นการฝึกอบรมแล้วเจ้าหน้าที่ที่เข้ารับการฝึกอบรมจะกลับไปยังจังหวัดของพวกเขาและจะเป็นผู้นำในการจัด​กิจกรรม CBDRM การฝึกอบรมที่ได้เพิ่มเติมในครั้งที่สองจะดำเนินการในช่วงเดือนกรกฎาคม 2556 สำหรับบุคคลภายนอกและเจ้าหน้าที่จากหน่วยงานอื่นๆ

In accordance with the project design of PCDDM-2 (The Project on Capacity Development in Disaster Management Phase-2) had conducted several CBDRM Facilitator Trainings.  Since the importance of CBDRM activities is recognized more and more after the severe flood in 2011, PCDDM-2 decided to conduct additional CBDRM Facilitator Trainings in 2013.

The first additional training course was conducted in 18-21 February 2013 at Royal River Hotel at Bangkok.  50 DDPM staff from all Thailand participated the training.  After they come back their provinces, they will lead the CBDRM activities.  The second additional Training will be conducted in July 2013.  This training will be for non-DDPM staff.

การฝึกอบรม CBDRM ที่บ้านถ้ำตลอด ตำบลน้ำตก อำเภอทุ่งสง จังหวัดนครศรีธรรมราช เมื่อวันที่ 4-8 กุมภาพันธ์ 2556 (CBDRM Workshop at Tham Talod Village in Nam Tok Sub-district, Tung Song District, Nakhon Sri Thammarat Province on 4-8 February 2013)

การฝึกอบรม CBDRM ที่ได้ดำเนินการที่บ้านถ้ำตลอดซึ่งเป็นหมู่บ้านในจังหวัดนครศรีธรรมราชเมื่อวันที่ 4-8 กุมภาพันธ์ 2556 วัตถุประสงค์หลักของการฝึกอบรมเพื่อเตรียมความพร้อมในการเตือนภัยล่วงหน้าและวางแผนการอพยพของหมู่บ้าน หมู่บ้านนี้ได้รับผลกระทบจากอุทกภัยอยู่บ่อยครั้ง ซึ่งทางโครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทย ระยะที่ 2 ได้จัดกิจกรรมการศึกษาภัยพิบัติก่อนที่จะมีการฝึกอบรม CBDRM สถานที่จัดกิจกรรมในครั้งนี้จัดขึ้นอ.บ.ต น้ำตกและโรงเรียนบ้านถ้ำตลอด คณะกรรมการด้านการจัดการภัยพิบัติของหมู่บ้านได้จัดกิจกรรมนี้ขึ้นและได้ทำการจัดเตรียมแผนแผนการจัดการภัยพิบัติของชุมชนไว้แล้ว

อาจารย์จากโรงเรียนบ้านถ้ำตลอดบางส่วนได้เข้าร่วมวางแผนและนักเรียนของโรงเรียนบ้านถ้ำตลอดได้เข้าร่วมการฝึกซ้อมการอพยพในกิจกรรมวันสุดท้าย โรงเรียนมีบทบาทสำคัญในการสร้างความตระหนักของการจัดการภัยพิบัติเป็นซึ่งเป็นที่ทราบกันดีในชุมชนนี้และนอกเหนือไปจากนั้นโรงเรียนและชุมชนนั้นทำงานร่วมมือเป็นอย่างดี

เมื่อผ่านขั้นตอนของการวางแผนและการทดสอบแผนแล้คณะะกรรมการพบว่ายังมีการขาดอุปกรณ์จำเป็นบางอย่างสำหรับการเตือนภัยและการอพยพ ซึ่งทางโครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทยร่วมกับกรมป้องกันและบรรเทาสาธารณภัย ได้ทำการสนับสนุนอุปกรณ์ที่จำเป็นสำหรับชุมชนในภายหลัง

CBDRM Workshop was conducted at Tham Talod Village in Nakhon Si Thammarat Province on 4-8 February 2013.  The main objective of this workshop is to prepare the early warning and evacuation plan of the village.  This village suffers from flash flood sometimes.  PCDDM-2 (The Project on Capacity Development in Disaster Management Phase-2) has conducted some disaster education activities ahead of this CBDRM workshop.  The venue of this workshop was the office of Nam Tok Sub-district and Tham Talod elementary school.  The village disaster management committee was organized in this workshop and the disaster management plan of this community was prepared.

Some school teachers of Tham Talod elementary school joined the planning and school students joined the evacuation drill conducted at the last day.  Since the importance of the role of school in awareness raising of disaster management is well known in this community, school and community cooperate very well.

Through the process of planning and testing of the plan, the community committee found some lack of necessary equipment for early warning and evacuation.  The project and DDPM decided to contribute necessary support for the community later on.

ได้มีการฝึกอบรม CBDRM ที่บ้านม่วงสามปี ในจังหวัดลำพูนระหว่างวันที่ วันที่ 24-25 มกราคม 2556  การฝึกอบรมครั้งนี้มีวัตถุประสงค์อยู่ 2 ประการ คือ

1) หนึ่งคือการทบทวนกิจกรรม CBDRM และการเตรียมแผนการจัดการภัยพิบัติของชุมชน ในปี 2554 2) การแนะนำกิจกรรม CBDRM ในบ้านม่วงสามปี ให้กับท้องถิ่นจากภาคกลางที่ได้รับผลกระทบจากอุทกภัยคั้งร้ายแรงเมื่อปี 2554 เข้าร่วมศึกษาดูงานในครั้งนี้

โครงการพัฒนาศักยภาพในการจัดการภัยพิบัติในประเทศไทย ระยะที่ 2 ได้ให้การสนับสนุนกิจกรรม CBDRM ในจังหวัดลำปางและลำพูนตั้งแต่ปี 2553 เจ้าหน้าที่ท้องถิ่นของจังหวัดพระนครศรีอยุธยาจังหวัดและจังหวัดปทุมธานีได้เข้าร่วมสังเกตการณ์เพื่อศึกษาวิธีการจัดทำกิจกรรม CBDRM ในระดับหมู่บ้าน โดยงบประมาณในครั้งนี้ได้รับการสนับสนุนจาก JICA ภายใต้โครงการการรับมือกับอุทกภัยสำหรับภาคการเกษตรไทย

ในเวลาเดียวกัน โรงเรียนบ้านม่วงสามปี ได้จัดกิจกรรมการศึกษาภัยพิบัติที่จะเพิ่มประสิทธิภาพของการฝึกอบรม CBDRM คณะกรรมการด้านการจัดการภัยพิบัติของหมู่บ้านและครูในโรงเรียนจะสนับสนุนซึ่งกันและกันเพื่อพัฒนาขีดความสามารถในการบริหารจัดการภัยพิบัติของหมู่บ้าน

CBDRM Workshop was conducted at Muangsampee Village in Lamphun province on 24-25 January 2013.  This workshop had 2 objectives.  One is to review the CBDRM activities and the community disaster management plan prepared in 2011.  The other is to introduce the CBDRM activities in Muangsampee village to local authority staff in central region affected by the severe flood in 2011.  JICA PCDDM-2 (Project on Capacity Development in Disaster Management Phase-2) has supported the CBDRM activities in Lampang and Lamphun provinces since 2010.  This time, local authority staff of Phra Nakhon Si Ayutthaya Province and Pathum Thani Province attended the workshop to study how CBDRM activities are conducted in this village.  JICA was supporting these local authorities through the Project for flood countermeasures for Thailand agricultural sector.

At the same time, Muangsampee School conducted disaster education event to increase the effectiveness of the workshop.  Village disaster management committee and school teachers are supporting each other to develop the capacity in disaster management of the village.
